Somehow something decided that you weren't in the US.
I had that with Yahoo mail once. It had an IP address from Brazil and I got Brazilian
spam. It just disappeared one day. Think the other half messed with the router.
Check your Google account. Go into your dashboard and make sure all is as you set it up and wanted it.
Did you try setting up a new email? If that doesn't let you access all of the services -
Try checking your modem/router. You can check that all is OK with your ISP, too.
If that doesn't work, see if Google can help.
Google will also decide you can't reload the apps you bought. It happened with the Audubon guide series. Google would not allow me to put them on a new phone. Amazon had them on sale for 99 cents so I repurchased them. Since then, all are available on Play. In that case, things just aren't available in the list.
Google has had mixups before.
