Because the necessity of zoom and pan is inversely related to the size of the display. At 6" it's mandatory. At ~7" (like my Aura HD) it's nice to have on occasion. At ~8" I haven't touched zoom/pan.

Yes, on both my Aura ONE and my Aura HD as well as my Kindle DX. Also my Nook Color and Nook HD+, a Tegra Note 7, a HiSense Sero 8, and a Galaxy Tab S2 8.0. I never did bother with any of the 6" and smaller readers. They're too small to be useful.
