I am quite sure that your provider can't detect that you are tethering. How should they detect that the bytes they deliver to your phone is retransmitted to your iPad?
As for speeds I tested my iPhone 6S and my provider delivered 99/30 (down/up) to the phone. Tethered devices, iPad Pro and iPad mini showed 33/17.
I use 2-3 GB a month for about the same purposes as you do. But my iPad pro has its own sim-card and is mostly not on my home WiFi so I think that 2 GB will be enough.
I have 15 hours talk and 25 GB data a month. (Appr. 20 $
