You can add dictionaries, but they have to be in a format that is compatible for the device. The format is specific to PocketBook, and is produced using a program they provide. The program accepts a dictionary in some more standard format as input and converts it to the proprietary format. There are many old threads in this forum describing the process, so I won't go into it here.
I think it makes more sense for you to try to figure out why the dictionary you bought won't load. The PBI file you bought is locked to a particular device by the serial number given during the purchase. It's probably worth checking that you gave the correct serial number.
As a test of the system, you can download TTS voices for free from the PocketBook website. They are in PBI format, and installation works in a similar way. You could try installing one of those to see if the system works with PBI files at all.
Also, what do you mean by "can I use what is pre-installed"? Do the dictionaries not appear in the system reading applications or the Dictionary application? Or are you talking about a third-party reading application like coolreader or koreader?
