Earl was always intended to have GPS with buit-in maps. It was intended to be of use out of range of a cell phone environment (no towers). There are lots of reasons it seems to have failed and technology has seemed to moved beyond the vision of its authors. The biggest problem for them was finding a manufacturer that could build what they envisioned.
