It worked on your Kindle Keyboard because that device is old enough to not support KFX format and the problem with that book is only with that particular format.
I tested this by downloading the same book using Kindle for PC. That delivered an AZW3 (KF8) file along with an APNX file holding page numbers for the book. As expected, the book shows proper page numbers when viewed in that application.
