Why did OL Job Details report a different link?
The log you posted previously showed both an e-book and an audiobook at King County. That is also shown in the metadata that you posted above:

b31cd00e-31ba-4368-aacb-bdc80b99c8d9@overdrive.downloads.kcls.org -- is the ebook
e39b0379-ed5b-47de-b96e-a300db98c25c#overdrive.downloads.kcls.org -- is the audiobook

When you select that book in calibre and click on the "Overdrive" plugin icon you will see one menu choice that says "Borrow book from King County" (or whatever name you have chosen for this library.) That is the one that has a waiting list. Further down you will also see "Borrow audiobook from King County". This is the one that has no wait to borrow.
