They've always done that to some extent. Not on devices just released as there are obviously no refurbs around yet, but once a device has been out for a month or two and they've had returns they often send refurbs.

Personally? No. They tried to give me a refurb on my HDX 8.9 back when I got it so I just returned it and ordered another one.
