It depends. Firstly, As PeterT said, there might be DRM involved. In that case you need to visit with Apprentice Alf and Obok (either standalone or the calibre plugin).

All my books as downloaded to the Kobo app are in kepub format. This is basically an epub but with Kobo specific formatting. If this is what the book is, and there is no DRM, then adding epub as the extension will work. If it a kepub with DRM, then Obok is needed.

If it is not a kepub, Kobo do have a format used for comic books. These are readable through the Kobo iOS and Android apps. I have no idea what the internal format of these books are. The books page in the Kobo store should have had the format and the reading methods at the bottom of the page. If you can post the link to this, or give the title and author, then we can see what it says and maybe answer the question better.

Also, you said there is nowhere in the library on the store to download it. Are you saying it isn't in the list of books in your library? If it is, clicking the three dots on the line shows a menu and one of the items should be to export the book.
