One quick correction, it's 26 loans not 21.

I suppose by leaving it in the catalog it allows the library to "have" the book, but not outlay any cash from their budget unless/until there is additional interest in the title? I really don't know. I do know I almost didn't put the titles I wanted on hold because it said there were zero copies.
