Do you remember the publisher? I think it might be something that shows up for books where the publisher limits the number of loans before the library has to rebuy it. I've seen that, or something similar, on some books from such a publisher. I'm not 100% sure, but putting a hold on such a book might send some kind of notification to the library (a prompt to rebuy if they want to be able to fulfill the hold), because shortly after I put three books on hold that were like that I got an email that they had copies available for checkout.
