Unfortunately the Word Wise feature only works with English books bought from Amazon, because it requires a book-specific sqlite dictionary database whose format hasn't been reverse-engineered yet and nobody seems to be working on reverse-engineering it.
(Amazon sends this database automatically to Kindles.)

BTW, most free English Public Domain books "sold" by Amazon are Word Wise enabled.
