Up until now, it hasn't mattered anything. I've bought books in many countries that way.
Don't try it at Amazon. If you do, you get an automated e-mail within minutes of buying your book, which is very polite in it's writing, but basically comes down to this:
"Please offer proof that you now live in this country. You can do so by sending us (___), or change your location at (...link...) page. I you don't and you buy a book again in this country, we're going to kick you in the nuts. Twice. And ban your account too. Yours sincerely, Amazon."
They won't remove the book from your account, nor charge you extra. They let you get away with it, this once. I know for sure. I've tried.
