I have seen expandable TOC work on a very few epubs, using KOReader. The main issue you will encounter is that few epubs include the needed structure, implemented in a useable manner.
While I started using KOReader because it uses a File Manager approach, there is some work over at the KOReader project on Github, to implement a new User Interface someday.
