I put books in my Amazon cloud library to read them. I mostly buy my books from Amazon but I occasionally get them elsewhere and when I'm ready to read one it goes to my library to be downloaded to my Kindle regardless of where I bought it. I've contacted Amazon to be sure I won't get in trouble doing this and they've told me it's fine.
I don't keep a lot of converted books in my library at any one time. I'll put the books there I'm expecting to read in the next few weeks. When I read them or decide to put them off for a while I'll remove them. At any given time I probably have 20 to 50 books there.
I've been doing this since I first became aware that I could send books to my Kindle via email, several years ago. It's never been a problem and Amazon support says they have no problem with it regardless of the source of the books.
I realize I didn't really answer your question. I have no idea about a numerical limit. It's not an issue for me. But I tried to mention some related issues in case it helps.
