Any chance that your library has the "Advantage" checkmark on some books? If so, that means your specific library in a consortium of libraries has bought copies of its own or contributed more to them and users of that library supposedly get "first dibs" on those books.

So, you say your library (consortium?) has 7 copies. Maybe your specific library bought 5 of the 7 copies available to users of that Overdrive site. So even though you're 174th in line, you have specific access to the 5 copies that not all the other users in line have.
It's just a guess - I've never been able to tell when I'm in line if I've been bumped because of an advantage to someone else in line. I have occasionally moved back in line, but it's rare enough I've just assumed I didn't enter the number in my tracking spreadsheet correctly in the first place. It could be for the most part, my libraries are the ones most likely to buy advantage, so I usually have the benefit.
