Yes, only the Aura ONE has the full Overdrive function enabled on it. You need one if you want to connect the Overdrive account to your Kobo account and borrow books from Overdrive on the device.

But, any Kobo device running firmware 4.0 or later supports downloading books borrowed from Overdrive. If you can get the accounts connected, and borrow a book, it is added to your Kobo library and synced to all devices and Kobo apps. So, you should be able to borrow an Aura ONE, log into your Kobo account on it and set-up overdrive. Then log out and return it. Then books borrowed from supported libraries would appear on your other Kobo device.

As to full support on the other devices, I am quite sure that it will come. Kobo do like to introduce new function exclusively to new devices and add them to the other devices later. But, I don't expect it in the next firmware released to the other devices. Maybe it will be the first release next year. Or, as Kobo like to do March/April and September/October releases of new products, the March/April timeframe would be sensible even if they don't release a new device.
