A thought that came up while writing the above is that you might only have to do this once. If you have the Kobo account connected to an Overdrive account, then books borrowed from supported libraries using Overdrive that are also in the Kobo store will be downloaded to the device. The books will also download to non-Aura ONE devices running the latest firmware.
What that means is that you might be able to change the country or use a VPN and do the Overdrive setup. Then, change the back. You won't be able to borrow books on the device, but hopefully any books borrowed using the Overdrive app from supported libraries will be downloaded to the device. I think this should work as people who have changed the country for their Kobo accounts still have access to books bought using the previous country. Unfortunately, I don't have an Aura ONE, so I can't try it. Anyone want to?

Hey it actually worked! Thank you! I just changed the address in my kobo account to a US address on the computer, synced my kobo device, and it showed up at the homepage! I didn't even have to use a VPN or anything.
Now I just have to find a way to borrow books without a library card. I only ever used Open Library to borrow books before so now I just have to figure out how to link those two together.
