Hmm... It seems that I have the Chinese firmware which doesn't allow for system updates. I'll need to do something complicated with a windows machine to be able to flash it to the latest EU firmware, which should then enable things.

I suppose I shouldn't complain, seeing at it was on sale at about 25% of retail price!
