Definitely one of those days where the thought of a life without Microsoft seems attractive.

Following info in other posts, I tried to install Visual C++ redistributable 2015 after downloading it from MS. First attempt failed 'cos the previous attempt via Sigil was still in evidence. Uninstalled both versions (14.0.24210 & 14.0.24215) and tried again. The installation hung. Uninstalled the failed install and decided I can live without it pro tem.
I recommend looking for "MS Visual C++ 2015 Redistributable (x64) - 14.0.24210" in Add/Remove programs and removing it, if found. Then download and install the official one from Microsoft:

Or

Visual C++ Redistributable for Visual Studio 2015 (32-bit)

And download only from an official Microsoft website.
Evidence is pointing toward needing SP1 for Windows 7 to install the latest MS Visual C++ 2015 Redistributables (and thus this version of Sigil that includes it).
