It appears that Visual Studio runtime is a very jealous program--it doesn't want to install on top of previous versions. I'm not sure if that is exactly the problem, though. I did uninstall the 6 or so previous versions that were hanging around on my laptop, but still got an error while installing the vc_redist.x64.exe file. I finally solved all the problems by downloading and installing SP-1, then reinstalling the update, and now have a running Sigil 0.9.7.

I'm just posting my personal experience in case it might help others.

edit: So I went to install the update on my desktop, where I do all my significant work, and found I had a couple of MS C++ runtimes for 2005, same for 2008, also -10, and three dated 2013, so while I was uninstalling my previous version of Sigil, I killed those as well. Rebooted just for the sake of form, then went to install the Sigil update, and it said it was installing the runtime, but when I ran Sigil, I received the same message shown above. Went to install the vc update package, and got the same "Unspecified error" I received here. So, I'm installing the SP-1 for Windows 7, same as I did on this laptop, and expect to get the same success.

So I can absolutely, positively say that maybe you need at least SP-1 installed to make this update work.
