An additional tip, check in addition your running processes for your PDF Reader. Sometimes it happens that a program is already closed but some used processes still on delay and keep a file blocked.
I had similar problems with Acrobat DC (Win10) after one of the last updates when I often open and close PDF files in a short period of time.
