That's what Roberta Allen talks about in her "Fast Fiction" book. If you write enough flash fiction stories (or short stories) you can connect them together via common setting or character etc. and possibly end up with a novel at the end. I understand Game of Thrones is like that. A bunch of Novella's tied together to make a series of novels.
