I don't know if it's allowed for a bus driver to use their phone when pulled over at a bus stop or not. Even if it's allowed though, I think your phone usage shouldn't get in the way of your work. Yeah, I confess. I sometimes answer a message during work. Sometimes I even waste 10 minutes running through the new posts on MobileRead and make a reply.
The difference is that I still get my stuff done in time (and I *never* take smoke breaks, as I don't smoke), while the bus driver is late. Sometimes, the connection only gives you 2-3 minutes to get from one bus to another, and that is including any delays.
If it's busy and the roads/traffic are bad enough to make me miss the connection, then that's perfectly understandable. If I miss the connection because the driver lost 5-6 minutes by reading/writing whatsapp messages, and I thus have to wait 27 minutes, then I'm pissed. My travel times are more than long enough as they are; mostly 3-5 times the time a car would take.
