I read a lot of PDFs and, to my mind, there's nothing better than an iPad with the "GoodReader" app. It allows you to read and annotate PDFs, and then export the annotated documents. It has a tabbed interface, allowing you to have multiple PDFs (or different part of the same PDF) open in different tabs, and rapidly flip between them.
I've tried an awful lot of solutions for PDFs over the years, and this is the clear winner, to my mind.
