Calibre doesn't set the rating, or any other metadata item, unless told to. If you are adding a new book, and the rating gets set, then that means the metadata in the book includes the rating. Or, if you are reading the metadata from the filename, then the pattern you are using sets the rating.
More likely, and what theducks was referring to, is that it is being populated when you download metadata for the books. At the bottom of the metadata editor, is the "Download metadata" button. On the right of this, is a button to configure the metadata download. If you click this, the "Configure Metadata download" dialog is shown. The right-hands side has a list of the metadata element that can be downloaded. Uncheck any that you don't want.
On the left-hand side is a list of the metadata sources you have installed. The ones with a check are enabled. You can configure each to choose which metadata elements they will be download.
