Don't EVER be misled into thinking emails are private. They are NOT. Regardless of what the over-entitled set might think or claim.
As for personal? Well, one can certainly use or not use email for whatever they want, but if the OP has the guy's email address, I presume it was put out there and expected to be used for communication. Assuming the OP didn't hack the guy or go dumpster diving or something to get it.
Me, personally, I would have emailed the guy something like:
"I was very impressed by your thoughtful review of the first book, and I learned much from your critique. I'd like you to have this eARC of the sequel."
