Again, disagree all you want, but if you think that workflow is as easy as it could be, I hope that every piece of other software you use changes its UI to be just as "easy".

That is NOT how set semantic works. You simply choose the new semantic and it sets it clearing any previous values held by that resource. For epub3, you are setting the Landmarks section of the Nav here. For epub2 you are setting the guide items in the opf. For epub3 with an optional guide it will keep common semantics in sync.
