Well, Windows does have a not-so-secret one that seems to want to enable itself and block all useful traffic. And it is likely that upgrading to Windows 10 would reset some of the settings, so you might want to check.

Whether devices can see the 2.4GHz or 5GHz networks depends on the WiFi hardware. At the moment, I think anything that can see 5GHz will see both, but there are plenty of devices that are 2.4GHz only. The different parts "meet" in the router, but it can be set to isolate the different parts of the network. I have had several WiFi routers with options so that the WiFi devices couldn't see the wired devices or each other.

Do you have another PC that you can use to connect to the desktop running calibre? Can you ping or otherwise detect the iPad from the desktop?
