Firewall ?
Are both devices WiFi? Some routers block by default.

2.4 and 5.0 are SPEEDS. The network is still the same for all on the router

when you tested. What IP did you use (on the PC)? 127 is Localhost and probably not firewalled.

did you remember to enter the (ASSIGNED) Port
EG. 192.168.0.23:8080
