I'm not sure if what you are showing there isn't expected. When reading, the power is used when turning the page. Nearly all the CPU and IO is done while rendering and displaying the page. Then, it effectively sleeps while you read the page. If it took you a minute to read the page, then the number of page turns in that video would take a lot longer, and the battery level drop would be roughly the same but wouldn't seem to be as bad.

The same thing happens if you spend a lot of time looking through the library on the device. Just scrolling through a long list of books uses a lot of CPU and can use a lot of battery power.
