That's conceptually the same thing as the one mpeg2 recommended above, though the one you got is a little vague on the specs.
I don't imagine you'll have any problem connecting your tablet or your Dot, but it's not impossible. We have an older, inexpensive BT receiver that works with all our phones, but the Dot will not pair to it.

What about the technology don't you understand?
Details of signaling and latency? I can't help you.
Which end to plug the thingy into? That I can help with with.
