iBooks is part of the iOS system image, since iOS 8.1. I'm not sure how you would determine if it has been updated, there does not seem to be any version number to see anywhere, though Wikipedia says it is now version '4.7 (updated 11 months ago)'. Presumably Apple would announce new iBooks features, in iOS update release notes, if there were any.

In any case, if Wikipedia information is correct and up to date, iOS 10 did not introduce any changes to iBooks.
