I have reset my iPad and restored it as a new device. iOs 10 is now less sluggish on my iPad 4, and I can live with it. I'm hoping it doesn't get more sluggish as I use it more.
On the plus side, iOS makes it so easy to perform a reset. Took less than an hour to back up my files and put them back on. Most of the time was used reinstalling apps from the cloud and manually getting the settings back to what I had before.
