This morning I got the attached notification. Not that annoying, just a number 1 on top of my Settings icon. But here is how to delete the iOS 10 downloaded update file and get rid of the notifications.

Settings --> General --> Storage & iCloud Usage --> Manage Storage --> iOS 10

You might need to wait a few seconds or more for the list of Apps to display. After the list displays and you select iOS 10 a dialog box displays.
Select Delete Update
Turn the iPhone/iPad OFF. Restart the device and the iOS notifications are gone.

If you want to eventually install iOS 10 just go to Settings --> General --> Software Update and DL and install it.
