I think it's more of an Amazon doesn't do libraires (digitally) thing. Amazon eBooks are not in libraries, nor are Brilliance titles anymore (since they went MP3 only on OD). Brilliance MP3's are however available to buy through places like Downpour. The physical versions are available to libraries however.
I don't know if they still do, but my library used to get Kindle books (even Amazon-published titles). I would borrow them to get the Whispersync discount from Audible. Some Brilliance titles may be available through Overdrive (though I've never looked specifically) but Audible Studios titles are never available anywhere except from Audible.
