I think it's more of an Amazon doesn't do libraires (digitally) thing. Amazon eBooks are not in libraries, nor are Brilliance titles anymore (since they went MP3 only on OD). Brilliance MP3's are however available to buy through places like Downpour. The physical versions are available to libraries however.
