No, he's not evil.

He's just unpleasant. I'm all for charming-villains/antiheroes-as-protagonists (I like Jaime Lannister and the Hound in ASOIAF and the TV series, for example) , but I just couldn't stomach Thomas Covenant. He was too annoying. No charm whatsoever.
Of course, I read "Lord Foul's Bane" about 20 years ago, so my memories of him are not too fresh.
