Since there were no changes whatsoever, to the installer or calibre's networking code in the previous release, that cannot be. Feel free to downgrade to the previous release if you dont want to listen to me. And your PyQt4 errors come from the bbcgf_ebook third party plugin you have installed in calibre, which does not have anything to do with the OP's issue. Kindly stick to posting in the bug report you already opened and dont confuse this thread with irrelevant information.
