Neither have I received iOS 10 upgrade notification on all of my iOS devices (so far). But they'll come, once Apple servers are less busy or less choked, and/or iOS 10 has ironed out its usual batch of initial bugs (performance, battery power, security, etc.).

The iOS upgrade notification will come because it is Apple's policy to push for a very high adoption rate of its latest operating system (compared with the fragmented Android world). In Apple's mind, the chain of logic of this business strategy eventually leads to more hardware (iPhone, iPad, etc.) sales and profit.

In striking the balance of being an adventurer and a pragmatist, I usually upgrade one of my multiple iOS devices first, and do the rest later if necessary. In case I buy a new device which comes with iOS 10 anyway, I'll consider it as the "upgraded" one.
