Down Among the Dead Men is the second in the Rafferty & Llewellyn series by Geraldine Evans. It has dropped to $0.99 at Kindle US, no idea why or for how long. Note that this title is part of the Rafferty & Llewellyn Boxed Set: Books 1 to 4, which was free back in July, so check carefully before buying.
