install file calibre-64bit-2.68.0.msi doesn't bootstrap (Vista SP2)

reports "Access is denied." with CMD, or "cannot execute binary file: Exec format error" with bash

had to run the installer manually:

msiexec /package calibre-64bit-2.68.0.msi
