The official Kobo Aura One sleep cover does not.
Sorry this does not answer your initial question but it is more a guide to avoid Kobo covers.
p.s. I am going to test by using the cover to "sleep" the reader for a few nights, then after recharge etc., I will be doing a power off each night. But of course, the time when the reader is actually powered off/sleeping may never be the same, so ...

How long is a "short time"? And how do you know the other devices are going to sleep instantly?
When you put the Kobo devices to sleep, it displays the sleep screen and after a second or two turns the light off. While doing this, it is also saving state to the disk, and if you are reading a purchased kepub, attempting to send the reading status to the Kobo server. This has changed in the firmware over the years. When the light was first added, it was turned off immediately, making it look like the device went to sleep faster, but it was probably doing the same thing
I would be surprised if the other devices mentioned aren't doing something similar. The order they do this and exactly how much work is done will determine how long before the device is actually asleep.
