Yes, people at Kobo read this forum. But, it is not an official support forum for Kobo. That means that if someone goes to Kobo and tells them they want something, it carries a lot more weight than a comment made here. Plus, they will have processes that demand that comments/complaints made to them are answered. The answer might not be one you like, ("We have considered you suggestion and it is not something we plan to do") but, they can simple ignore anything posted here.
As to why they haven't made this or any of the other "wonderful" suggestions made here, in very few cases it would be for technical reasons. Mostly it will be because Kobo decide it is not something that improves their product, or is not taking it in the direction they want to move. Some will be that their research shows that a lot less people want the feature than the suggester thinks. For the rest it will time and money. There is a limit to the resources they have working on this, the bugs and suggestions will be prioritised and then worked on as they have time.
