Well...it wasn't
necessarily SmartReferrer, though it well might have been. I was in a hurry to wreck some hardware and so did not want to make my post very long.
Assuming one does not have SmartReferrer or anything of that ilk, Firefox allows easy (sometimes even accidental) modification of behaviours on the about
:config menu. Browse over there and take a look, for example, at

network.http.sendRefererHeader
Change that from whatever the default or current value is to 0. The same thing would happen when trying to download a referrer protected link as with SmartReferrer.
The add-on is just a bit spiffier because it lets one do fun things like send referrers from whatever.xxx or fbi.gov
I guess the moral is, "Don't assume that just because you live in a country where website security is generally accidental, everyone in the world configures their website incorrectly".
