Yes I know. But it is old and it works well with 9.x.x on it for what I use it for, so I really don't see the need to update to what is likely a slower running iOS 10, and likely a larger footprint in memory as well. I mostly use it for reading Kindle eBooks and tracking weather conditions. No heavy lifting is done with the older iPad Mini 2. I also have no plans to update my older iPhone 5 because it rarely gets used and is kept around for a backup just in case the iPhone 6 Plus takes a nose dive. My iPhone 6 Plus will likely get updated though.
