Amazon does sometimes, I just got an e-mail about one on the 12th:

I am, unfortunately, pretty sure they don't do this for every ebook that gets an update. I had to search my e-mails to find the last one they sent, and that turned out to be back in June 2015. I have no idea what triggers the e-mails, maybe the publisher or author requests it be sent out?
