Hyphenation was added in WebKit way back in July of 2010. It may or may not be enabled by default in the GTK versions, and they may or may not provide a hyphenation dictionary with those versions, but the capability is there, because Safari has supported it since somewhere around that time (with the
-webkit-hyphens vendor-prefixed property).
