Save the file and reboot your device.
Apparently this has to be in the [ApplicationPreferences] section or it won't work, I tried it at the bottom of the file and it didn't do anything, I saw in another post that someone put it in [ApplicationPreferences] so I tried that and it works now, Automatic sync is not longer on.

Thanks for the help on this, now my battery shouldn't drain so fast, at least I hope.
