For once, this isn't a copyright problem. Instead it's a contracts problem. A publisher must have a contract with an author to be able to publish the author's book. For historical and commercial reasons, that contract often specifies the region(s) in which the publisher is allowed to publish the author's book. And so one publisher might have the US and European rights, and another publisher might have UK rights. If only one of them publishes the book as an ebook we have problems.
